Downing Street is accessible in so far as it appears but the security doesn't actually allow you to get very close.
Disabled Access In and Around
Poor
The street is accessible but the security prevents you getting anywhere beyond the gates at the end of the street. You only get further if you've been invited. That said, it's a good place to say you've been and seen.
