Parking Spaces for disabled

I have experience of challenges around: moving around

when visiting the car park states that it is full but when you look around there are a few disabled parking spots available but the car park won't let you in

as said before when barrier is down unable to get in

there is enough space allocated for disabled people but when the car park states its full you cant get in to see if the disabled parking is availible
