Disabled parking ridiculous

Totally discriminatory against the disabled and elderly who can't park in disabled bays due to having to phone or email to register in order to be able to park. Many may not have smart phones or computers and even if you do I called them to register my husbands badge and they were closed. Only open during office hours apparently. So I had to pay despite the badge as my phone is not a smart phone. I have since emailed just in case as I don't trust this type of thieving scum not to try and charge me anyway and I am keeping the ticket I paid for just in case too. No wonder Hertford is struggling to attract people, this is a car park to avoid for sure.
