Changing Places Toilet at Porthminster Beach

We tried to gain access to use the changing place toilet here and it was doubly locked so our radar key was rendered useless. There was a phone number to ring (the local council) so that access could be gained but because it was the weekend there was no answer. Apparently you must book in advance to use these facilities which is ridiculous. How many able bodied people have to book to use the toilet. None, that's how many! What's the point of spending all that money to install a much needed facility and not providing access?
