Overview
Just to point out if you use the Churchill Square car park under the shopping centre, they charge regardless of using a blue badge. All that allows you is the use of a disabled space on the ground floor to park, if one is available. Haven't personally tried this, as my wife has only just got her blue badge, but checking on the car park found out about the charges.
Transport & Parking
Use the buses if you can, especially if you have a bus pass. Parking expensive in Brighton. All B&H buses are designed for wheelchair access.
