Totally discriminatory against the disabled and elderly who can't park in disabled bays due to having to phone or email to register in order to be able to park. Many may not have smart phones or computers and even if you do I called them to register my husbands badge and they were closed. Only open during office hours apparently. So I had to pay despite the badge as my phone is not a smart phone. I have since emailed just in case as I don't trust this type of thieving scum not to try and charge me anyway and I am keeping the ticket I paid for just in case too. No wonder Hertford is struggling to attract people, this is a car park to avoid for sure.

Disabled Parking Rip Off Beware Highview parking Ltd I went recently to Bircherley green car park, at the ticket machine I met an elderly couple who had a blue badge. They were a pickle as they had received a penalty notice of £80.00 for a previous visit even though their disabled badge was in the windscreen. We looked at the notice about charges from Highview Parking Ltd and they expect all disabled visitors to email them with registration, blue badge number and expiry date which entitles them to 3 hrs free parking. These people did not have a smart phone or indeed an email address like so many more elderly people, nor the change to just pay to park. On principle I sent all the details for them. It is an absolute disgrace that these private companies are allowed to rip people off in this way. I also understand that fines would be hard to enforce as they may have car registration but not the name of the driver.
