Not Great For Wheelchairs
I visited after reading a review on another site which assured me that the whole loop around the water's edge was easily accessible to wheelchair users. Unfortunately, this was not my experience as a self-propelled active chair user.
The path up to the café and lavatories from the car park is tarmacked, and gently sloped. Most wheelchair users will be able to progress this far without problems. However, beyond this point the path across the dam is rough, gravelly, and has a very noticeable camber. I have good upper body strength and reasonable fitness, but I really struggled over this surface. I could not make it more than halfway across the dam before I gave up and turned back.
I cannot comment personally about the rest of the paths, but the little I saw of the path that loops back through the trees was certainly not wheelchair friendly in the sense of being accessible to those in manual chairs. If, however, you have an all-terrain powerchair/scooter, you will probably be able to get around the whole circuit without too many problems; particularly in drier weather. Those with someone to push them in a manual chair will probably at least be able to get across the dam portion, but the terrain (if the report of my husband is correct) becomes more challenging from that point on.
